Paul Ryan’s Plan to Make Medicare a Voucher Program
Senator Ron Johnson is just one the people voting for Paul Ryan’s plans to make Medicare a voucher program.
As the House speaker, Ryan has continued to push for Medicare reform. Democrats claim that Sen. Ron Johnson “went after Medicare, voting to turn it into a voucher program.”
Premium Support
Ryan’s program uses the term premium supports, which is another way of saying “voucher program.” According to his plan, Medicare would have changed from a program that pays doctors and hospital fees for specified services, to one that pays beneficiaries a certain amount to go towards private insurance premiums. The plan would affect those under the age of 55.
The main takeaway from the proposal is that Medicare would shift from paying fees to doctors and hospitals, to paying beneficiaries a fixed amount towards coverage.
